Park Hours

The river park can be freely enjoyed at any time of the day or night.
Parking lot hours are posted on signboards as well as broadcast within the park. (This may differ from area to area.)
Once the parking lot closes for the day, you will be unable to exit the parking lot. Therefore, if you plan to visit the park, please take into consideration how long it will take you to pack up.

*The Hirakata downstream area, Otsuka area and Taima area parking lots open from 7:00 a.m.
The hours of accessibility for some parking lots are different on weekends and holidays.

Prohibited Items

The following items are prohibited or restricted within Yodogawa Riverside Park.

IMPORTANT

Yodogawa Riverside Park seeks to ensure polite and conscientious behavior. You are therefore asked to refrain from the following.

• Behavior which creates a nuisance for others in the park.
• Using a rope, blue tarp or other means to secure an excessively large space and refusing to make room for others.

The following behaviors are forbidden within the park.

• Engaging in sales and holding meetings or exhibitions without prior approval
• Illegal occupation, construction, farming or dumping
• Defacing facilities or using fire
• Using equipment and facilities for anything other than their intended purpose
  (E.g.): Using park water to wash your car, etc.
• Trespassing in park areas that have been designated as off-limits
• Making noise which significantly disturbs the peace of other park-goers and riverside residents
• Using the parking lot when the park or river is not your intended destination
• Using the parking lot outside of the designated hours
• Parking anywhere except in the designated parking area (e.g., parking on the embankment, park paths, inclines, etc.)
• Driving automobiles, motorcycles or motorized bicycles on park grounds without permission
• Practicing golf, walking a dog without a leash and other behaviors that pose a danger to others
• Using R/C items (particularly airplanes, drones and gas-powered R/C cars)
• Engaging in exclusive and territorial activities, such as playing baseball or soccer outside of designated areas

When using the barbecue areas in the park, please make sure to observe the following.

• Cook only within the designated area.
• Do not barbecue using an open fire. (Use a standing cooking stove.)
• Use water to extinguish lit charcoal, and take all of the spent charcoal with you.
• Do not use park water to clean cooking equipment, stoves or eating utensils.
• Always follow the directions of the on-site park custodians.
• Do not park past the designated hours, and make sure to pack up all of your belongings before leaving.
• Help keep the park clean by picking up any trash around you before leaving.

Event Hosting and On-location Filming

Yodogawa Riverside Park is available as a location for various events, such as marathons, sports contests and recreational gatherings, as well as on-location filming.
You must first obtain permission through the prescribed process before holding any events (sporting events, meetings, exhibitions and the like) or performing on-location filming within the park. For large-scale events, please contact the Yodogawa Riverside Park Management Center at least three months in advance.

Application for Small-scale Events and On-location Filming

Small-scale Events Requiring Permission

Events for which all of the following apply will require advance permission.

1. Involves recreational activity, etc., on a grassy site or in a wild grass area
   (E.g.) Gatherings for watching or sketching nature
2. Requires less than 5,000m2 of space and will involve between 20 and 499 people
3. Will last no more than a day (i.e., will not continue past the time that the parking closes)
4. Utilizes tents or other temporary structures to occupy a space of less than 20m2

Applying for Small-scale Event Permission

Please follow the procedure below in order to request permission for an event which meets all of the above criteria.

1. Download and fill out the required items on the Application for Temporary Park Utilization.
2. Download the location map data for the area to be used, and clearly indicate on it the space to be utilized.
3. Bring the above documentation together with materials that provide an overview of the event and its implementation (there is no prescribed format) to the nearest Service Center (Moriguchi, Torikai or Sewaritei). (Please try and submit everything at least one month before the event.)
   You are asked to first call the Service Center before visiting.

Important Reminders about Holding Small-scale Events

1. Small-scale events must not be exclusive and territorial activities. Please ensure that the activity does not hinder other visitors from making use of the park.
2. Any small-scale event that is underway, but which has not obtained advance permission, will be immediately asked to stop upon discovery.
3. Small-scale events with less than 20 people do not require any special permission. However, please ensure that the activity does not hinder other visitors from making use of the park.
4. Small group cosplay photography and other on-location filming which is not done for profit does not require any special permission.

As a rule, the following activities and events are not permissible.

1. Selling or distributing goods for profit, or holding commercial gatherings, exhibits or promotional events
2. Soliciting money or signatures for personal or commercial enrichment
3. Performing surveys or research unrelated to the park or park usage
4. Using the park as an alternative to athletic facilities (E.g.) Using a grassy field in the park for baseball practice because the baseball grounds are occupied
5. Events or activities involving vehicles
6. Anything which is deemed detrimental to the safety and pleasant atmosphere of the park
7. Anything involving an applicant deemed unable to assume responsibility for accidents or damage to park facilities
8. Anything connected with organized crime groups or group members, as defined by Article 2, Paragraph 2 and Article 2, Paragraph 6, respectively, of the Act on Prevention of Unjust Acts by Organized Crime Group Members
9. Anything which park custodians deem objectionable or troublesome from the standpoint of park usage and management

Applying for Large-scale Event Permission

Application for events which exceed the small-scale event criteria listed above must be made in accordance with the stipulation of the Urban Parks Act. Please make an inquiry at least three months before the date of the event.
If the event is deemed feasible, you will need to send an event representative to the Management Center to explain and confirm the information in the application documents. For more information, please contact the Operations Liaison in the Planning and Operations Office of the Yodogawa Riverside Park Management Center. For events which involve security planning for the surrounding area, a year or more may be required in order to confirm the event details.

Use of the Park by Groups Larger Than 20

In order to help Yodogawa Riverside Park management stay informed about which groups are visiting the park, and thus enable better safety and emergency planning, you are asked to submit an Application for Temporary Park Utilization if your group has more than 20 people.

2. Upon arriving at the park, please announce yourself to the nearest park custodian’s office or Service Center.
3. Groups whose only intent is to make use of the park’s parking facilities will be refused access.
4. Some park areas are unable to accommodate large buses, including minibuses. Please contact park management first before visiting in a bus.
